The National Bobwhite Conservation Initiative is an effort "by the states for the states" to help recover populations of wild quail. Consequently, the NBCI works primarily on a range-wide level and a policy level, often taking and promoting positions requiring change in order to benefit wild bobwhites. The National Bobwhite Technical Committee signed on to a letter in strong support of Farm Bill conservation programs as the Senate considered the fiscal year 2012 Agriculture Appropriations bill.

NBCI joined 643 national, state, and local organizations in strong support for the Conservation Title of the Farm Bill. The letter urged House and Senate Agriculture Committee leadership and membership to "reauthorize the farm bill in a manner that sustains the integrity and effectiveness of the Conservation Title and maintains conservation funding that meets our national needs."
